Duckling molting, is it normal to...

Is it normal for the wings to be so bare for a good while. My pekin got this way about a week after we brought her home, and still the same several weeks later.

The pic doesn't show it too good. But it's pretty pink and bare.

I know ducklings' wings seem to be the last thing to feather in and develop.
