All of those WH that you got from me, Wifezilla, had that. The Silvers (the Golds had this too, but it was more of a fawn/brown) had areas of black tipping on the down, mostly around the heads and rumps. Some of them almost had the appearance of goggles wrapping around the head which faded to more spotting appearance as they aged. At a few weeks old they looked almost identical to the OP's bird (especially the lighter colored ones. If the OP's bird is a WH (which I still think is entirely possible), it is a hen. The bill color on mine began to change when they were only a few days old and by the time they were a few weeks old, a few of the hens already had completely dark bills.
It is funny that a few other people think Silver Runner as well. That is one of the first things I thought of too, but decided against that because of the overhead picture. In that picture, this bird is obviously bigger and stouter than the other three (which are presumed to be Runners). I can't wait to see how it turns out. I am still voting for female WH or possibly Splash Swedish!
