Duckling stuck Peking

We have 17 ducks. 15 are about 4 weeks old and have come outside with our 1 year old male and female ducks. We have a kiddie pool that is half full. All of them do just fine except one. He seems to get in the pool but can’t/won’t get out unless we remove him. After we remove him, he doesn’t walk well but will start preening like normal. What is wrong with him? His eye look like he may have an eye infection.

He may have a disorder like a cognitive disorder keeping him from functioning like a normal duck. He may also have some sort of damage in his body. Regardless I would seek medical help if it persists. Do you have any vets that take in birds?
