Duckling with eye problem.

So my little saxony baby is having some sort of eye problem. He's been acting completely normal. Some of the other ducks have it but this is the worst. And the other eye for comparison.

Anybody? It's sort of foamy. I'm holderreads book it says it should clear itself if you improve living conditions but I have seen other sources that say it's a respiratory thing. Opinions??
