Ducklings and Swimming

At what age can ducklings be left on their own in a pen with a pond. I have read that they can drown if left on their own before they start producing the water proofing oil on their own.

If they don't have a mother to clean them and give them the oil then I would wait until they are fully feathered to be comfortable to leave them in an area with swimming water unsuperfized... Also be completly sure they have easy access in and out of the water
