Finally hot through to ‘specialist’ vet (read double fee). He sounded baffled, have antibiotics on their way. Continuing with sugar water and scrambled egg.

Welcome to BYC, sorry you ducklings are dying. Are they drinking the water? If not, try just plain warm water until you're sure they are drinking enough. I suggest this because they might not like the taste of the water with the b vitamins in it.
