Ducklings panting

I have two pekin ducks. they are both 2 weeks old. Their white color is JUST starting to come in and mix in with there duckling orange color. They've both been sitting at 85 degrees, and always within 5 feet of water. but for some reason one of them has been panting all day. so i brought them and their water indoors. After an hour has passed while sitting in a 74 degree room. one of them is still panting like shes hot. How is this possible?
