Ducklings stolen from momma

Well, I can see a person's concern about turtles harming ducklings. But that action - well - someone is a little high strung, to say the least.

I agree that networking, contacting vets, rehabbers, fish and wildlife people, see if you can at least get the straight scoop on who's responsible for what. And I think, legally, if someone threatens you they could be charged with battery.
 
That is very sad, but on the other end if they don't "belong" to anyone they isn't much police or animal control can do. Try contacting fish and game to find out what they will do. They are really the only ones who can and do protect "wild" animals. If they belong to your HOA someone would have to contact them and they would need to file charges. In the grand scheme of things though that is not going to be high on the police list of investigations but might get kicked over to animal control. It is very sad though and people are so dumb!
 
It is illegal to take any "WILD" animal from the wild unless you are licensed to do so (unless injured but even then, you have to bring it to a shelter), police should have taken the information, if they do anything is another story, but I'm surprised fish and game has not taken control. Your other option is to contact state police, sometimes they have the authority of fish and game if an one is not available in your area, but even if they are found and dealt with by this time it's unlikely the mother will take the ducklings back sadly. She has probably already written them off as dead.

Concerning taking "wild" animals. Legally "wild" animals are classified as species that are native to the area. Muscovies that don't belong to an individual and living in the wild, would be considered 'ferel' not a native wild animal. Which is probably why law enforcement is side stepping this issue. Contacting animal rescues may get better results.

Oops missed that Muscovie call out. Yeah I doubt you're going to find someone to handle this issue, PETA might but unless the duck owners are concerned, you've witnessed an A hole in your community...
 
Update on missing ducklings:
The next day after this cruel lady took four of momma ducks baby ducklings, momma duck decided she would take
her remaining five down to the lake for the night.
I was terrified this lady would return for more
I checked on them late at night and she had them under her wings near the water I felt ok with this, then sadly the next morning she had only two ducklings. My suspicion is the lady returned but I cannot prove that, but I can prove she took the four. My neighbor now has momma duck and her two ducklings safe in her backyard where she is taking very good care of them, we just can't let this lady get the last two. This is a cruel situation,and I have no where to turn for help in tracking this lady down and demand she returns the ducklings.
I'm sure some have died by now. I will write letters and post flyers in my community
Do all I can to let this lady know we are on to her!! Thanks everyone for your advice:)

It could have been this woman returning or a predator/s, either way glad to hear your neighbor is keeping mama and her last 2 safe.
 
No ducklings returned
I sent a kind letter requesting she release the ducklings back to their mother
So far no response:(
So, now I call the city that may enforce her to release them.
