Ducklings with bald spots

I have some 4 week old muscovy ducklings, and they roam with my mixed flock of 10 other ducks. However, they are all getting bald spots above their tail feathers, and I see the other ducks (even their mama duck) pecking at them and pulling out their fluff. Should I separate them? Is this normal? What should I do? Thank you!
 
If the others are picking on them and causing bald spots I think I'd separate for a few weeks but where they can all still see each other. By then maybe all the down will be gone and feathers will be in. I have Muscovy and have not seen this behavior. Maybe the others are eating the feathers that can mean they need extra protein in their diet. Not your youngsters they are at the age where extra protein can cause angel wing so another good reason to separate.
