Non-flying breeds include runners, khaki campbells, welsh harlequins, buffs, pekins, and rouens. I don't think Soxonys can fly either but I don't have any experience with those.
Any of the bantam breeds will fly like a champ. Muscovies fly very well even though they get pretty big.
With the pool being up so high, your only risk is if one of the fluffy-butts figures out the stairs. Of my flock of 5, only 1 is smart enough to do stuff like that.
