Ducks and water

I know that ducks must have water available when they eat. Are they smart enough not to eat if they don't have water? Everytime I fill their waterer and put it in their pen, they have it emptied (most on the ground) within 15 minutes. Since I cannot constantly run water to them, they do go without for periods of time.
 
I know exactly what you mean. I now have a danged roasting pan out there full of water - they cannot get the all over the ground and they like to swim in it too. VERY LARGE roasting pan. Along with other waterers out there for the turkeys and chicks too.
