Ducks laying in the winter?

Hello, my mallard hen layed a nest of 13 eggs in the backyard. It is now December 3rd. Will she be able to hatch them? Will it be too cold, I live in Oregon. Will she not be able to keep them warm? And also, if I want her to sit on them I need to keep her out of her pen all night and day. Is this to dangerous? What should I do. Should I let her try and sit on them?
 
I admit a winter is hatch is not something i have attempted nor wanted too. I am sure others have done it, i know here(on the forum) someone had a hatching of Muscovy just towards the last of 2012.

The key would be warmth... you'd likely need a heat lamp and good shelter would also be extremely important. Again, i personally would wait till warmer times but really that is a personal thing, i would just be prepared for the possibility of a poorer hatch rate. GL!
