Dumb question....

I'm sorry.. but I have a dumb question. What is that soft, hair-like fuzz on the rear end of my chickens? Are feathers supposed to eventually grow out there or is it just supposed to stay like that? Again I apologize for this silly question but I really don't know and am curious cause I really hadn't noticed it before on other chickens. My girls are 12 weeks old.

It's just their downy fluff. I like to call them fluffy-butts!
