I have to go with @junebuggena on this one... Runtiness is a general symptom of a bird with two copies of the frizzle gene. She does indeed look quite a lot like the very few double frizzles I've seen (very few embryos survive to hatch).
 
IF she carries 2 copies of the frizzle gene wouldn't she have broken feathers, bald areas etc? Or am I way wrong? I know frizzle to frizzle breedings cause that. Would breeding to parents that both have a frizzle gene produce the same bad result?

Sometimes, but not always. I've seen maybe three in real life, and sometimes they're just runty and super curly, sometimes they do go bald. They definitely molt very hard.
 
I know for a fact she isn't double frizzled. I always use a frizzle rooster with straight feather hens. She has really nice wide frizzled feathers, she is just super small. I though possibly it could be my rooster is getting a little old....I think he is about 6 years old, do you think maybe her tiny size could possibly be from his old age?
