Dying quail chicks

So I hatched out 20 coturnix quail chicks this weekend. One died after a day or two but it had some unabsorbed yolk and a curled foot so I assumed it wasn’t a strong chick to begin with. The others seemed to be doing well until just now when I found one dead, three near dead and one with droopy wings. There is a little bright green (pistachio, mint?) poop but otherwise everything looks typical. They eat finely ground, unmedicated, turkey starter. They had nutridrench the first 2-3 days then water. They were on paper towels and now pine pellets.
Any thoughts? I don’t want to lose them all :barnie
 
Were they eating the pine pellets? What do their crops feel like? Soft and mush? Firm and full of pine pellets? Empty?

I start off on vitamins and then give vitamins a couple times a week.

What temperature in the brooder? How are they acting?
 
Not eating the pellets that I can tell. They’re just sort of flopped over with their heads back. Crop feels empty. I have a heat plate. I’ve raised maybe six other quail hatches like this without problem.
 
When I attempted a heat mat, they huddled in the corner and I found them just in time to pop them back into the incubator to thaw out. Heat plate works? I'd love a picture.

Head back rings a bell, don't remember for what though.
 
The heat plate has worked great so far. I’ve had batches of 7-15 usually and no mass casualties until this round. They all seem to instinctively crawl underneath it and I find they tend to keep that area cleaner. Like leaving the nest to poop or something. They also calm down and sleep well at night without a light.
