Easter egger hen?

Do you guys think this is a rooster or a hand? She was in a pen with another confirmed rooster, he was bullying her frequently. Three new hens, so far two of the three are roosters…

I think she is about 4 months old.

She looks like a hen.
As for her breed, she looks like a Legbar/EE cross? I'm not entirely sure, but she's probably a mix, or a breed I haven't heard of. Although if she lays blue/green eggs she still could technically be called an EE.
