So, Penny is starting to confuse me. She's 3 weeks old here, but her comb is pretty wide.... however, from what I've gathered from the forum here, her colors seem pretty feminine. She is starting to get some rusty colors on the front of her neck, otherwise she's this boring brown black.

Too early to tell?

NOTE: this first picture is most accurate for color. I took the pictures with my cell phone & it seems to have made the second two appear to have more of a red tone for some reason? Which I realize probably makes an attempt at sexing futile... =/

Brown doesn't equal female. Partridge males have brown patterned backs at first and the chest comes in black rather than salmon. It's combinations and patterns you're looking for, not colors. I can't see the chest in your photos.

The comb is wide and it looks to be 3 rows in the second picture. Is that correct? The legs seem thick and the stance in the third picture looks like that of a male. So, with these three things, I am guessing cockerel. But it is very early to be sure. If a boy, you will start seeing more blotchy pattern on the body and wings . Please post again in the next few weeks if you're still unsure.

I think they're 6 1/2 weeks

I've never had an EE with a "pure" looking pea comb. All of these are females:

And the male looked like a single row of defined peas until the comb started developing. He briefly had a comb that looked like pictures of pea combs but then the whole thing got tall.

Is the silver a pullet?

How old are your chicks? I agree with your idea that the one might be a cockerel. It is kind of hard to tell from the photos. You might have to wait and see when they are older.
