Edible Paper??? Need safe paper for ducks to eat.

Have you tried hay instead?

My ducks loved it from the first day it was introduced when they were babies. Actually used it as bedding when I ran out of shavings so it was a happy accident discovery. Lol They loved it even more when I put it in their water and they'd play in the water, blowing bubbles and fishing out the hay to eat.

I used timothy hay but I'm sure any kind of grass hay is fine. Maybe buy one of those tiny bags of hay for bunnies and see if they like it..? If so, you could buy a whole compressed bale. It's like 20 bucks and would last you forever.
 
Because they fight over the last of the nubbin and try to swallow it hole while on the run from each other and choke. Also, they eat it in 60 seconds. in the treat ball, it takes them awhile to get all the lettuce out of there. Keeps them busy.
Cut it off..A head of purple Cabbage is great.
 
I would be concerned about them eating too much paper and possibly causing a blockage in there digestive tract, As @chickens really said, Treats would be a better way to keep them occupied, My ducks go crazy for fodder.
So for the winter i'm doing the coop in the deep litter method with hay bedding, and they love foraging in the hay, but they don't seem to eat it much.
