I had 11 hatch out of 17.
2 were empty and 6 were dead in shell fully developed.. why is that?
There are many causes for that. What was your air cell size? Breeder nutrition?

It's just the size of the air cell at the top of the egg, which grows throughout incubation. Improper humidity will impede or speed up growth too much and kill the embryos. The rate at which it develops is also important to some extent.

Yeah but all the rest hatched just fine
So? It just causes increased mortality.
