Because the northern and southern determine the seasons ( according to the angel of the Earth axis tiltt, (and pointing direction to the sun) relatively to the sun.) And the southern and eastern is determining the time!
For example me and you are in the different hours. now it is 16:10 here, and you are at 11:10 (.I think) BUT we are both in summer.
In Johnsburg South Africa , it is 16:10, exactly like me, BUT they are in mid winter now!

Even NB isn't at 11:10 yet. I think he's in in the EST, which would make it 9:10.
