The top picture,,,shows your meter...the shut off at the elbow should be it..but I can't see if that is a "T" or an elbow for sure..try that valve.

Update on Daisy: got her in the powder room now. She's got a carpet of towels and a little towel nest to rest in and food and fresh water. Picking up the dogs from the groomer so she's not allowed in the yard anymore, but I think the fresh air and sun did some good because she's napping in between bouts of eating and drinking and seems much healthier.
