Sounds like a good idea to me.

A rich buddy of mine that lives in Santa Barbara was at a community get together at a neighbor's house.
He was astounded at the vast green lawns on this monstrous estate. He figures that the guy pays around $10,000 a month in water usage penalties. People with that much money use up all the water and don't care what it costs.

All the while large percentages of farmland are unused because there is no water for irrigation.

Drought. But soon it will be lawn mowers. Problem with removal of lawns the water acts like a cooler now the fear is that temps in cities will go up.

Water tables at an all time low, city wells have gone dry requiring people to haul water up to a hundred miles away.
Many of the remaining wells are tainted and undrinkable.
