A rich buddy of mine that lives in Santa Barbara was at a community get together at a neighbor's house.
He was astounded at the vast green lawns on this monstrous estate. He figures that the guy pays around $10,000 a month in water usage penalties. People with that much money use up all the water and don't care what it costs.
All the while large percentages of farmland are unused because there is no water for irrigation.

There are several people that don't follow the water conservation process. In Roseville the city pays 4 water monitors to police the usage.
