do we go by the rule that eggs in the process of being hatched, grow outs and chicks or chicks that have not arrived do not count??? Also not counting waterfowl correct? if that is the case then maybe about 100 or so

No, they're more like 1/3 of a bird, and hens/breeding cocks don't count because they are producing hatching eggs.
 
Oh, and Mel, pets don't count either, because you wouldn't count your dog as a chicken and the special ones are practically dogs.
