I'd say the number one thing is to show/make your husband understand. Show him graphic statistics. And/or the law and fines for not having approved equipment. If your husband and you are not together on things...that will always be a sore that festers.It's mostly because we live above the family business, so he can always see if we're using it. Husband doesn't see what the big deal is, so I'm not getting any support over here.
As for a name, we decided on Michael (continuing with my family's tradition of going with Bible names). He's our first child, so I guess I feel like it's extra important that we're prepared properly, because things could go totally sideways and we have no other children to base the experience on.
I'm years behind of the whole car seat situation. Is it a carry type seat that you can have the child strapped in the one your MIL/you bought and move the child to the Grandpa type seat for shopping/everything on the move so people see it...yet it's not specifically having to be used where impact/accident safety is required? I understand that the last thing you want is for an "in law" family member to be slighted. That type of drama can last for a long time. Never-the-less safety should some first and you & your spouse need to stand together as well. Family dynamics aren't always fun with a new child.
