The meter could be read remotely. most are I think.

I have 2 houses on my lot. Both of my electric meters are on the side of my house, which is in line sight to a cul de sac (a bit lower than my lot). They have to get out of their car and walk up a small hill to our fence to read the meters (or they could access our lot, up our driveway, from a different street). There is a house on the cul de sac that lets his dog run free. Both houses on my lot got fined for not having our meters available because of a loose dog. I fought that, and won.... Water meters are also accessible from that cul de sac. The old meter (the houses are OLD), was abandoned when the lot was re-built, just before I bought it. They put the new meter right next to the old one. For 15 months, I got a water bill for fees only, no water usage. We kept calling to say something is wrong. They didn't fix it. After 15 free months, they finally notified us that they had been reading the old meter, the new one had never been updated in their system. THANKFULLY, they didn't try to recover prior amounts.

Our utility companies aren't the smartest around here.

Our water meter, gas meter and electric meter are set up to transmit wirelessly. No one reads the meters here anymore

That's so funny. My parents had something similar happen back in the early 1980s. They paid an estimated usage bill but something was wrong with the electric meter. They ended up getting big rebate adjustments when the actual readings were taken. With all the electric appliances, Christmas lights, & extra baking, the rebates got even bigger. Perhaps the meter was running backwards! When the meter was replaced, the rebates ended. Oh well.

The water meter by the road was replaced about a year ago. They discovered all the meters in this area were faulty. They did charge me for back usage.
And I just got another refund for electric. I knew they would eventually read the meter! :yesss:
