That's a shame.
I have a friend in Costa Rica that wants to visit friends here but can't
get a visa. They're afraid she won't leave. She has a good business and multiple properties there including a beach house. Why do they think she would not want to go back home?

It is so stupid, but all the illegal Mexicans, and Eastern visa lottery winners we don't want

Wherever they come from, there are too many that we can't verify we don't know where they came from we don't know who they really were or they came and overstayed their visas. On the other hand can't use common sense to sort potential real threats. The whole thing is stupid. This be 'compassionate' and just let unknowns in, and on the other hand, let's not invite perfectly reasonable people that we can verify.
