Brown leghorns & welsummers do look very similar, but BLHs lay white eggs and your chicken has white earlobes (welsummers lay dark brown eggs and do not have white earlobes).
There are EE hens that are colored similar to a BLH, but yours is not an EE. Besides the lack of a pea comb, your hen also has yellow legs (instead of the typical slate or green) & no muffs/beard.
So... by looking at the feather coloring/pattern, the yellow legs, white earlobes, straight/single comb, & clean face -- your hen is definitely a brown leghorn. Leghorns are usually more shy & skittish than other breeds, but excellent egglayers.
