Efficient Feeding and Watering Help

OK, I have some chickens in quarantine and quail that are in cages. How can I efficiently feed and water so that they don't waste all of it or most of it?

I've seen a couple pvc pipes used on here. How do you cut those?

I'd like to reduce my time that it takes to feed and water everybody. And even to do it every couple days.

any feeder or waterer that they have to stick thier heads in to seems to help cut waste.

By that do you mean a hanging feeder? Or just a regular one that sets on the ground? if I fill a regular mason jar one, this one pair will empty the entire thing and it will all be under them.

What is best to hold a hanging feeder?
