Egg laying

I have 14 Rhode Island Reds, they are 19 weeks old, i thought by now I would be getting eggs from them.
Do you think the cold weather is keeping them from laying?
Cold weather doesn’t keep birds from laying; the shortened days are the culprit. 19 weeks is still a little early, typically 22 weeks is when they start. My RIR pullet started laying at 23 weeks.
 
Because of the shorter days, I have found providing extra light has helped production of eggs. My golden comets didn't start laying until about 20 weeks and they are a cross of RIR and leghorn.
I don't want to give them more light . All my older hens laid at right around 18 or 19 wks,
I have a total of about 47 chickens now.
This is the first group of chicks that will be ready to lay in the winter that I have all the others started laying when the weather was nice. And days were longer
 
I am waiting on 21 week old Wyandottes, my first fall chicks. They have never been below 12 hours of light, but no signs yet. My spring chicks have always started between 18-21 weeks.
