Egg Laying...

I have 6 Red Stars, 5 of them started laying at 18 weeks, but the other one has yet to lay a egg, we are in week 20, should I be concerned? Or at what point should I worry?

Nope, just wait them out.

A couple years ago I had one go to 33, one to 35 weeks. Started laying in December. Now both are laying machines.
