Are you sure your humidity is what you think it is? It really sounds like a low humidity problem. Humidity needs vary greatly from area to area but hygrometers vary even more--If you haven't already calibrated yours I'd be sure to do it before you incubate again. It's not uncommon for them to be over/under by 10% or more.
 
We did have rain on hatch day. I didn't look to see if the humidity changed. I'm calabrating tonight. Someone in the quail section made a suggestion that I think is probably right on mark. The suggestion is that a fan could be causing this issue. Everything they talked about is or has happened. I'm also leaning towards blindness. I've got the chick separate. I'm thinking the fan helped add to this issue as well.
 
That's what I've read but have not had anything like this happen yet. I had one with splayed legs not long ago, but I'm imagining there was more than just that wrong because I knew it would die minutes after it hatched.

On a brighter note, the little chick is looking much better. I moved another little quail from the same hatch in with her. It was being heavily pecked and these two seem to be doinng good together.
