Cant tell much from the pic? The description sounds like on of those election signs. I would take the picture to a local sign company an have it put on a sign you like. That way you know what you are getting.
Im thinking about making one out of etched glass an lighting it. Like this or this I have the glass an the etching chemicals. Just need good chicken stencils an a bunch of LEDs.
