I have 4 red sex links about 20-22 weeks old. 2 have started laying. My question...can some hens never lay?

Upon the very rare occasion - yes, but your two non laying hens will lay. They don't all mature at the same rate of speed.

My 5 ISA Browns were 5.5 weeks apart between first and last to lay.
She was about 3 weeks after #4.
I was ready to give up on her too. GC
