If it says 7kV with a *reliable* fence tester at the charger, and there are no buried wires anywhere and the tape is the self-same one you've used before with no problem, I would say the problem is almost certainly your insulators. I'd just pull and replace them *all*, because even if they're not all bad, the still-good ones are probably not far from failing.

I betcha this is it.

(BTW you need *fewer* ground rods in wetter soil, more ground rods in drier soil (or to wet the soil more), so I can't see how that could be your problem.)
