Electric fence questions

You know what might be a good idea on top of that fence?
Just a wire or two, not electrified, 4 and 8 or 6 and 9 inches above the boards.
Run it thru those uprights sticking above the top of fence.
That may keep the cats off, and it will keep the birds off it too,
if they try once they try to fly up there to see what's in the other side.

Those uprights not a consistant height for the whole fence, they are goong to get cut off to keep it uniform.

In places where the ground is super dry or is frozen in the winter, the ground may not conduct well enough to make a connection. In that case you carry a ground wire along the fence. My perimeter fence is 4' field fence but the T-posts and wooden posts are 5' out of the ground. I have a hot wire at 5' and a ground wire 6" lower. You could do something similar. Pretty much guaranteed that if the cat has a paw on the top wire, one of the other 3 will hit the ground wire as it is climbing over. I have a 5 joule fence (more than you need certainly) and I can tell you that having accidentally touched it, that isn't something a cat will ignore or try a second time. I have no intention of doing so!

Is the fence ON the property line or set back a bit? If set back, you can put the ground on the outside of the posts and the hot on top. That would also put the ground outside the fence and very likely the cat will be using that to climb up to the OUCH MEOW!!!! wire.

If the fence IS on the lot line, I'm not sure how you could carry 2 wires on top .... though ... MAYBE you could drill through the posts and run the ground through them? It is, after all, a ground wire so it shouldn't matter if it gets "grounded" :hmm

yup I sure do although the three we have outside grew up with my chickens so they leave the adults alone but have killed chicks till I learned
