Electric fence troubles

Hi all! I have a fox that comes and goes in my yard and he got one of my precious silkies! So I built am electric fence and I am having troubles. When I stand on the dirt barefoot the shock is weak, but when I stand on my concrete patio it hits hard! Anyone know why? I assume its a grounding issue but I don't know how to solve it or what the concrete does to make it stronger. Also how much shock does a fox need? Will it push its way through a mild shock?

That suggests a sensible explanation about the concrete.

I had bad grounding at first so installed 3 longer grounding rods in a treed area where the soil retains more moisture. That improved the zap even in the dryer areas. If you have very dry non-conductive soil, you may have to go to a system that alternates ground and hot wires.
