Long answer: the identity of the charger doesn't tell you much about what charge the fence is carrying. To know that, you'd need a GOOD QUALITY ie. digital fence-tester (the 5-neon-light jobbies are typically quite inaccurate). It will depend on the length and nature of your fencing material, the quality of your insulators and connections and ground rods, and the nature of your soil and its moisture at the moment.

Short, more relevant answer: Yes, if a chicken gets *stuck* in the fence it will be killed, assuming your actual fence charge is high enough to deter anything whatsoever. That is the most common way for chickens to get killed in electric fences (like electronet) AFAIK. As far as just touching the fence for a single zap, I dunno what the lethal voltage would be, sorry.
