Now that they're both out can I decrease humidity in the incubator or take out the water entirely?

Welcome to the world, Peppermint!! You are precious!PEPPERMINT HATCHED!!! She still needs to dry, but she looks exactly like my Easter egger Eggo as a chick. Maybe Eggo is her mother.

Probably be better to wait until night before slipping them under her.I'll put Bippy in the small coop and let her settle a little before introducing the chicks to her.
As long as they're fluffing out okay and not in danger of knocking the bowl over or jumping in it (it look pretty high compared to these tiny babes), I'd leave it for now.Now that they're both out can I decrease humidity in the incubator or take out the water entirely?

I put a tiny chick waterer in there so that should make some humidity and keep them from getting super dry, and I dipped their beaks. Also put an tiny chick feeder in there and showed Saffron how to use it. She is very good and learned within seconds.Probably be better to wait until night before slipping them under her.

Pepper has yellow/white legs and Saffron has slate/black legs. None have feathered legs as expected but both look to have beards and muffs. Pepper actually looks exactly like Eggo (an EE that might be it's mother) minus underside color.

Agreed. Wait until night and don't show them to Bippy. Just slip them under her, preferably from behind where she can't see. You want her to think they hatched from the fake eggs. If you can manage to remove the fake eggs at the same time, even better.Probably be better to wait until night before slipping them under her.
