would a landlord allow you to have them? I've never had them but the noise level will go up as numbers increase.

I am learning a lot about quail thanks to the questions you are asking. I had never realized they could be pets
 
From what I understand, birds are permitted at the apartment I am planning to move to as long as they are not too loud (I.E macaws and cockatoos would be a no, but apparently birds such as conures, cockatiels, and budgies are fine). Now that I mention it, exactly how loud are coturnix quail? Videos I have watched of them would imply that they are not particularly obnoxious - at least not compared to the chickens in the background - but I could be wrong.

And on another note, do the quail need to get out of their cages for exercise periodically?
