I wonder if you couldn't get a dog kennel (like this: http://www.petco.com/product/12985/PetSafe-The-Box-Chain-Link-Dog-Runs.aspx ), put a rabbit hutch at one end, net the top...and have a quail run so to speak where they can be outside, But not be in danger from say hawks or from flying off. Might have to net the sides to make escape or break-and-entry of predators not as easy.
I have that exact set up. I got a rabbit hutch off craigslist for $50. I bought a 10x10x6 dog kennel from a freind for $75. I put 2' of small poultry wire on the bottom all the way around. I have 17 7 week old Pharoah quail in there now. The are happy as can be. Just make sure they can't squeeze threw anywhere. Little devils can get out quick! LOL I also put electric fence around the outside so noothing can dig in.
