Enlarged crop plus large bulge beside crop

Hi! I have a 4 week old chick. She has a very enlarged crop that never seems to ever really get smaller. She's been using the bathroom as normal, eating like normal and acting fine. However I woke up this morning and she has a large bulge (same size as crop) beside her crop. This chicken is much smaller than the others we have that we got at the same time. She doesn't fly or jump at all.

Any ideas on what this second bulge could be? She looks pretty bad.

Sorry forgot to add them! These don't really show just how big her chest looks. Her skin is thinned out on both sides. It looks like a balloon
