According to the Watertown Police Chief stated he was carrying another pressure cooker bomb that failed to detonate. That is why he walked toward the responding officers hoping to take them out but he was shot multiple times. While he was critically wounded but not dead and his brother proceeded to run him over in his escape as he lay in the middle of the street and subsequently dragged. At 19 years of age and in the heat of the situation I really don't believe he ran his brother over intentionally. I can't speak in what frame of mind he was in,even the most battle tested warriors would have a not have thought of that.
