Thank you all for the warm welcome. I just submitted my amendment to the HOA board for approval. Since the city requires permits to keep chickens and regulates it like crazy already I tried to reword the current rules to only allow them in the neighborhood after first acquiring a permit. Hopefully they will be alright with that as it puts the burden of "policing" any nuisance infractions on the actual police and not the HOA.
