External pip but no movement or chirping

Sorry if this has been asked before or if the answer is obvious. This is my first time incubating eggs and I'm getting really nervous. It's day 24 and one egg has hatched and another has pipped externally. The egg that pipped externally has not 'rock and rolled' or made any sounds. I've raised the humidity to 65%. Should the egg be moving or the chick be making noise? The first egg that hatched chirped often before hatching, and both are bantam eggs.

Waiting is almost always the best policy when it comes to chicks hatching. If you help too much or too early, you may end up killing the chick.
