Eye problem with one of my birds

Trying to figure out what this is exactly and what I need to do to fix it. Her eye is bubbly and watering. We have been using Tetracycline for 7 days and it seems a bit better but not a significant improvement. She is our sweetest hen and has been quarantined for a week now Here are a few pics of her and her eye funk:

This one is a bit fuzzy but you can see the bubbles in her eye.
