Hens go broody when you don’t want them to… and won’t go broody when you do. 
How long has the eye looked that way? I haven’t seen a film over the eye that looked like that. It could be pus possibly or some type of injury. Can you see if the eye inside there is intact? I would be tempted to flush the eye with saline and see if that material will come off or move. Use QTips.
