face pecking?

I've noticed my RIR has been pecking her flockmates faces lately. Kind of in their cheek area. She doesn't seem to be going for their eyes or anything and the other chickens don't seem to mind particularly, at least they don't avoid her when she's doing it and instead just blink their eyes and tolerate it. She is the bottom of the pecking order as far as I can tell, but does this to all of the others including a young roo (they're all about the same age). Is this a grooming behavoir of some sort?
 
Might be a grooming/pest issue. Can you see if your birds have fleas or mites?

Thanks for your response! Right now I don't see any evidence of fleas or mites and they don't seem particularly itchy other than this one odd behavior. I'll keep an eye though in case something develops.
