My guess would be day 17/18. Usually they at least have started absorbing the yolk around day 19 and with neither of them having started that process, I would surmise death occured before day 19. Here's a cool development chart you might be interested in:

I will say little giant's aren't the greatest for school incubation because they do require more monitoring and are more sensative to outside changes in temps, but it doesn't mean they can't work. I would recommend a checked/accurate thermometer/hygrometer. I have great hatches in my lg (9200), but I do a lot of monitoring through the hatch.

Hova bator has decent models around $100, I wouldn't suggest anything cheaper for the school setting. If you are real savy there are lots of DIY designs on here you could use to build your own at very low cost.
