Failure to thrive?

I've got one chick out of a batch of 16 day olds that arrived on the 2nd that is having issues and I can't seem to figure out what it is. Chick seems to be smaller compared to the others and isn't growing wing feathers at the rate of the others either. Seems very sleepy, and often is standing. He's had a bit of pasty butt for the past three days which I've been gently washing off, but when I see him poop it looks identical to the healthy chicks in size/consistency/color. All chicks were vaccinated for coccidiosis. We were worried maybe he wasn't eating or drinking as much as the others so we watered down a bit of grow gel and dipped his beak a few times which he seemed to drink.

Unsure about next steps. Hatchery says no medicated food/water as it will inactivate the vaccine. Any ideas?

Scrambled eggs and electrolytes may help perk it up and all the chickies will enjoy!
